PRESS CONFERENCE

 

 

Gentlemen,

 

On behalf of the Members of the Managing Committee of the Bangalore Turf Club Ltd., I have great pleasure in extending a warm welcome to all of you to this Press Conference.

 

The Bangalore Winter Meeting 2014-2015, covering 28 race days, is scheduled to commence on Friday, 7th November 2014 and racing will be held mainly on Fridays and Saturdays.  The Winter Meeting will conclude on Saturday, 14th March 2015, so as to enable adequate time for the preparation of racetrack for the subsequent summer meeting

 

About 70 Jockeys and 36 `A’ license trainers are expected to take part in the Meeting.

 

I.          REVISED FINANCIAL MODEL:

 

(a)               In the light of the Judgment of the Hon’ble High Court of Karnataka delivered on 26th September 2014 holding that Section 194B of the Income Tax Act 1961 is not applicable to stake money, the entire structure of payment of stake money and subsidy has been revised. All subsidies except Oats Subsidy has been withdrawn and the Club has reverted to the earlier policy of promoting stake oriented racing. 

 

(b)               Pursuant to which the level of stake money has been increased by 9% for all ordinary races during the Bangalore Winter Meeting 2014-2015, as compared to the Bangalore Summer Meeting 2014.

 

(c)                Stakes would now be distributed to Owners, Trainers & Jockeys in the ratio of 82.5%, 10% & 7.5% of the total stakes respectively, as was done during Bangalore Winter Meeting 2012-13.

 

(d)               All races except classic races would be open to foreign horses

III.        INCENTIVES, CONCESSIONS AND SUBSIDY:

 

(a)               Performance linked incentive in respect of local horses in ordinary races would be paid as per the following scale:

 

                        Winner                        :           Rs. 28,000

                        Second                         :           Rs. 14,000

                        Third                            :           Rs.   7,000

                        Fourth                          :           Rs.   4,200

                        Fifth                             :           Rs.   2,800

                        Sixth                            :           Rs.   1,400

 

(b)               10% incentive would continue to be paid on stakes earned in ordinary races by horses bred in the State of Karnataka.

 

(c)                20% incentive would continue to be paid on stake money earned by small owners of local horses in ordinary races.

 

(d)               Fodder Subsidy @ Rs. 1200 per horse per month will be paid for two/three years old and over, provided the horse runs twice during the period 1st November 2014 to 31st March 2015 or earns stakes for any place at least once during the said period.

 

IV.        CLASSIC RACES:

 

(a)               Added Money for the Classic Races during Bangalore Winter Meeting 2014-2015 has been enhanced as under:

(b)               The prospectus of Classis Races to be run during 2015-16 has been issued.

 

V.         GRADED RACES:

 

(a)               The norms for according graded status had recently been revised, wherein it was linked to the rating of horses participating in such races and the Bangalore Turf Club is having the highest number of Graded Races, as a percentage of total number of races run at Bangalore, as compared to other centres.

 

(b)               The Indian Pattern Committee has accorded Grade III status for three more races run during Bangalore Winter Meeting viz., The Bangalore Turf Club Trophy, The New Year Cup and The Sprinters Trial Stakes.  Added Money for these three races has been increased to Rs. 15.00 lakhs, as compared to Rs. 10.00 lakhs during last Winter Meeting.

 

 

(c)                Efforts are being made to secure sponsorship for the Graded Races.

VII.       SALIENT FEATURES:

 

(a)               To commemorate the existence of the Bangalore Racecourse for more than 150 years at the present location, THE BANGALORE RACECOURSE 152ND YEAR COMMEMORATION TROPHY has been framed on the Derby Day for four years old and upwards, over a distance of 1600 metres, carrying added money of Rs. 15.00 lakhs plus Trophy valued at Rs. 1.00 lakh.

 

(b)               Maximum number of acceptors in respect of races framed over all distances will be 12 except in Sweepstake, Classic and Graded Races.

 

(a)               Rating of un-raced horses will be revised to 30 (colts, geldings and horses) and 27 (fillies and mares) with effect from the racing season 2015-16.

 

(b)               Horses aged 4 years old and over, who have not run since 1st November 2013 will not be accorded permission to stable or participate in Bangalore Winter Meeting 2014-15.

 

(c)                Two races have been framed exclusively in respect of horses which have run and not won during the meeting and these races are confined to Jockeys who have not ridden any winner during the Meeting. 

 

(d)               Six races prohibiting the use of whip have been reserved.

 

(e)               Outstation horses will be permitted to be stabled at Bangalore on a permanent basis to participate in Bangalore Races, to enhance competition, subject to certain qualifying conditions, as detailed in the prospectus.

 

(f)                 Stabling of local horses has been relaxed by allowing all eight year olds rated 00 and above.

 

(g)               As at other racing centres, the existing railings have been replaced with Premier Race Railings to enhance the level of safety during races for riders and horses.

 

(h)               Measures for preventing water logging on the tracks have been intensified and modular drainage on the race track and sand tracks has been recently provided. 

 

(i)                 Steps have also been taken to address the critical aspect pertaining to the traction of the race track and alongside organic manure is being substituted for tan bark to enhance the nutrient status of the soil.

 

(j)                 With copious rains, the track is in an excellent condition.

IX.        GENERAL:

 

(a)               The prospectus for the first three race days of Bangalore Winter Meeting 2014-2015 has been published and the detailed prospectus for the entire meeting has been published.

 

(b)               The rating book will be published before the commencement of the season.

 

(c)                Jockeys will continue to be subjected to a breath analyzer test on every race day for detecting the presence of alcohol.

 

(d)               18 bookmakers are expected to operate in the first enclosure.

 

(e)               640 betting terminals will be in operation, including 128 betting terminals at off-course betting centres located outside the racecourse.
